Background

Marcus Donovan was a retired Chief of Department in the NYPD, formerly in the running for the position of Mayor of New York City in 2010 but lost the election to Sylvia Lockheart. He spent 2 years as a pro-evolved rights lobbyist in Washington trying to put forth proactive legislation striving for equal rights for Evolved humans. He spent much of the civil war organizing guerrilla resistance cells fighting against the Mitchell administration and keeping his family safe. He has recently been appointed Chief of Police for the NYC Safe Zone.

For a brief time Donovan was in possession of an X-Ray vision due to a power swap by Tyler Case. However when that change was reverted to normal he appeared to have manifested an ability all his own.
