He was a runaway who escaped to Canada during the war and hooked up with Hailey for a while. Taught her how to hotwire cars and they salvaged junk together until he broke her heart. What he was up to after that was mostly unknown, but he showed up in the safe zone in 2019 briefly with a gang of friends causing some trouble, and wasn't seen again for a few more years.

It seems he's back in town, without his gang(?), with a new haircut, with some better clothes, and a slightly more stable personality.

And a job.

All Lighthouse Kids and those associated with the Lighthouse Kids and Ferry when they were stationed in Canada probably met him when he was younger (18-19) and dated a 15-16-year-old Hailey, though they would not have known his name as Jayce Cutter. He only went by Moose there.
