Background

Julie Fournier spent the majority of her natural life as a ward of the Commonwealth Institute. Her life was split between serving as a research specimen and understudy of her handler and would-be paternal figure, Jean Martin Luis. For much of her life, Julie was paired with her identical twin sister Liette.

In 2009 Liette went rogue from the Institute and began a chain-reaction of destabilization between the twins' empathic network. Liette's rebellion and discovery of her biological father, Jensen Raith, fed back through their empathic network and sowed seeds of doubt and dissent in her sibling. Ultimately, the sisters would escape Institute captivity during the fall of the Ark, but their reunion was short-lived. Liette was murdered by a government drone following their escape, and Julie broke physically and emotionally.

After the fall of Pollepel Island, Julie was evacuated to Canada along with the majority of the Ferrymen's personnel assets. Once settled in outside of Ontario, Julie fell into a deep depression over the loss of her mother and sister but struggled to maintain a semblance of her life in caring for her father Jensen, who suffered serious psychological trauma following the events in 2011.

Julie was given little choice other than to act as Jensen's primary caregiver through 2013 until he had made a significant enough recovery to be able to take care of himself. During this time Julie took formal education courses and obtained her GED and later formally enrolled in the Northern Ontario School of Medicine and obtained her nursing certification through the Canadian Nurses Association.

In 2015 Julie returned to the United States to testify in the Albany Trials against members of the Institute but also staunchly defended some Institute employees and greatly clarified the organization's intentions and actions. Julie testified in the defense of Jean Martin Luis who was tried — in absentia — and ultimately convicted of crimes against humanity. Luis has never been caught.

Following the Albany trials, with Raith emotionally and physically on the mend, chose to relocate to the Safe Zone in order to help fill the gap of medical practitioners and nursing professionals. She is now an RN at Elmhurst Hospital.

Psych Profile

Julie is a serious and determined young woman, driven by goals and motivated by personal ambition to make the world a better place over the course of her life. However, Julie's time in the Institute considerably skewed her moral compass and she is willing to forgive people of a great many deeds provided they acted in the pursuit of the "greater good." She is slow to anger, often times too accepting of others at face value, and obsessive with understanding new or unexplained phenomenon.

Evolved Ability

Julie — by and large — no longer possesses Transitive Empathic Mimicry after the death of her sister Liette. Without concentration, Julie is constantly aware of the presence of SLC-Expressive humans out to a range of 100 feet and penetrates barriers, but 1 foot of stone, 1 inch of common metal, a thin sheet of lead, or 3 feet of wood or dirt blocks it.

With 10 seconds of concentration, Julie can determine the nature of an SLC-Expressive person's ability so long as they stay within range. This gives Julie a general sense of what their power can accomplish, but not specific training or specializations. For example, she could determine that someone is an atmokinetic, but not the full range and specification of their ability.

Special Note: When she is within 100 feet of Gabriel Gray, Julie regains her transitive empathic mimicry ability with regards to Gabriel's powers. If she slips beyond that range, all borrowed abilities return to Gabriel. This is due to Gabriel having empathically learned how to mimic Liette's ability.

Fusion Ability (Degenerative Healing)

Julie possesses the ability to heal others with a touch, though her ability only functions on those who have manifested an SLC-Expressive ability, and comes at a price.

For every minute Julie touches an eligible target, their body undergoes 12 hours of natural healing. Minor scrapes and bruises heal instantaneously, though injuries that take longer to heal like gunshot wounds and broken bones take significantly longer to repair. Julie's healing is all-or-nothing and cannot easily be done in segments due to the physical price healing takes on the recipient (see ability suppression, below).	Manifestation
Ability Suppression	None	Whenever Julie heals a target, she is transmuting and manipulating their SLC-Expressive genetics in order to do so. The process by which she heals a fellow Expressive creates junk DNA that clutters the folds of prions that allow Expressive abilities to function. For every minute that Julie heals a target their ability is suppressed for 12 hours. Once Julie has suppressed someone's ability through healing, she cannot heal them again until it returns. Limitations

Julie's ability requires unbroken skin to skin contact and considerable concentration. As such it cannot be used offensively unless she tricks her target into allowing her to touch their bare skin for at minimum 1 minute unbroken. During which time the target will feel sensations indicative that there is something unnatural happening to their body and her contact can be broken. It is highly unlikely she can use her healing to defend herself from an Expressive.

Furthermore, Julie's healing only works on injuries and damaged cells. She cannot heal diseases (but she could repair damage done by diseases) or remove toxins from a person. But, coupled with her medical expertise, she may be able to better treat someone.

Recovery Times
