Background

Leo was born and raised in Harlem to a single mother, Elena Ortiz. While very much the doting mother she was a very busy lady working three jobs to keep Leo fed; be it hair dresser, waitress, you name it, she’s done it. Leo never knew his father, Elena always telling Leo that his father was very important and loved him very much but just couldn’t be around. Leo never resented this but always felt a hole missing and filled it by taking the role of “man of the house” working hard to make her life just a little easier when at home.

Leo was too young to remember the ‘06 bomb but at age ten during the events of the second New York Bomb, Harlem was met with a terrible disaster, and in its midst Leo’s home crumbled around him and his mother. Leo desperately searched through the rubble for his mother but could never find a body or any evidence she was ever there save for a small gold crucifix his mother always wore.

From ten onwards Leo survived by doing what you have to at such a young age. He could always run fast and was very athletic and flexible. He would scavenge and steal in order to keep his belly full. This worked well for four years until one day he stole from the wrong group and was chased down into an alley where he was beaten and robbed of everything he had including his mothers cross. That cross meant everything to him so he followed the gang back to their camp. Took back what was his, but not before being caught. The gang chased him down a dead end where when confronted, knew just where to jump and when to jump in order to escape over the wall.

Leo never suspected he was evolved but during the war he learned that he could feel the exact moment to react allowing him to get in and get out of places undetected, hide from patrols and feel if a building was unsafe. Teaching himself parkour in conjunction to his power made him impossible to catch. This allowed him to become much better at scavenging.

At fourteen Leo discovered an abandoned school on the lower west-side of Manhattan near a place in the surrounding zone wall where the bridge had collapses partly creating a very small break with easy access to the coast that would allow him to travel to Red Hook with a small motor boat he patched together where he could trade for food , and could easily return to the school and has lived there since. Now nearly eighteen Leo continues to take each day in stride to keep himself alive.

Psych Profile

Leo's mom was a hard worker so he has a strong sense of work ethic and sense of responsibility. Having obvious undiagnosed ADHD he likes to tinker with electronics and try to make them work again and tends to zone out the world while doing so. Limited schooling he sometimes comes across as ignorant but shows a natural intelligence and adaptability. Time has led him to learn how to fend for himself and others but experiences in his life like being stolen from or beaten up has led him to be apprehensive to dangerous situations. His ability in conjunction with his powers means he's easily distracted and can sometimes be mentally overwhelmed by his environment forcing him to go nearly into shutdown mode and bringing immanent danger that much closer. Distrust issues keep him from forming new relationships but if he gets to know you tends to be verbose.

Evolved Ability

Leo’s brain is hard-wired to work faster than a normal humans. Reacting to things so quickly they seem to be perceived as slowing down around him. Small things like foot placement when using parkour or balancing on a small rail comes second nature, but big things of multiple complexity or not being able to see what’s coming overwhelm his power and causes it to shut down. Leo’s never dodged or had to dodge a bullet but he could. Having to focus on more than one bullet however would probably cause him to end up riddled and dead.

In extreme cases Leo can force his mind to enter what he likes to call ‘burst mode’ which widens his focus but only for six extra movements before the stress on his body does physical damage to his muscles and joints, and can hold burst mode for at most 30 seconds, any more than that and he’s likely to pass out from extreme exhaustion. The downside to burst mode is it diminishes his reactions to slower than a normal persons for about thirty minutes. After using burst mode Leo needs a fair amount of time close to 45 minutes to regain composure before he can use it again, but at most can only manage Burst Mode three times a day.

In close proximity Leo can react to up to three movements, dodging a punch or a weapon within three strikes. At a distance of over six feet this narrows to one because it takes his brain longer to focus on threats further away.
