Police Procedures/Law Enforcement: Trained at the Police Academy, and with 5 years experience on the police force, Norton knows how police operate and what procedures are done in an investigation. He is also aware of what can and can not be gotten away with legally and the proper way to arrest a suspect to make sure he gets to trial. He is more likely to use these skills lately to try to get off the hok or know how to avoid/edave the cops.
Driving: Defensive high speed driving is a skill set taught to all police officers, Norton is highly skilled at conducting high speed chases with minimal property damage. While not a stunt driver he also knows the best ways to shake a tail.
Mechanics: Norton spent 4 years in the Army, and another 4 in the National Guard, his MOS. was Tank Mechanic, and he has taken it as a hobby to work on cars in general in his off time. He is a bit of a grease monkey and can get even an old jalopy running most of the time. Hot wiring is also a skill he has picked up as a terrorist.
Firearms: Norton was trained first by the federal government, and then by the New York police department on how to shoot pistols and rifles, he has spent his time as a terrorist working on his skill as a sniper as well using it against federal officers at Moab, and Vampires in Sylars body.
First Aid: Norton has basic first aid and CPR training issued by the police department. His lack of ability to be effected by evolved healing has forced him to know some basic life saving techniques.
Street Smarts: Norton grew up on the streets of New York, and has since then lived as a beat cop on those same streets, he knows which streets are safe to walk down and which ones aren’t, where gang boundaries are, and how to avoid insulting the wrong people. He also knows a lot about the edges of New Yorks radiation zone.
Stealth: While no covert special forces elite assassin, Norton did grow up in a rough and tumble gang land neighborhood, and has since then had basic Army training in camouflage and worked as a policemen, and part time terrorist. He knows when and how not to be seen when he wants to. He also has good trade craft in the woods, his time in the amazon teaching him how to move in the forest.
Hand 2 Hand: Norton has had basic hand 2 hand self defense training, he is not a black belt or professional in any way, but he can defend himself in a riot, or put down a drunken biker in a bar fight if needed. He time in the Amazon have had him brush up on these basic techniques and teach him how to take on multiple opponents without breaking a sweat.
Awareness: Norton grew up on the wrong side of the tracks. Then he was shot at in the Army. Then he became a cop in New York City. Then he became a member of a minority that is hunted and persecuted for just existing. Then he decided to turn terrorist. To say he is a little paranoid is an understatement. He never takes anything for granted, always watching his back. His time as a fugitive has further forced him to always know where everyone is and who is watching him.
Linguistics: His mother spoke fluent Russian, and passed it on to him from a young age. He also picked up conversational Spanish in the New York Public School system, he has had some cause to use it in the course of his work, but it is barely enough to get basic information from witnesses. As such Norton actually speaks 3 languages, if you include English. He has also picked up one of the Amazon tribal languages.
Cooking: Norton took 5 years of Home Economics in high school, when his mother was alive she never had time to cook for him so he had to develop the skill as a survival trait. Additionally many attractive woman were in the cooking classes, making it that much more appealing. Even today one of his passions is cooking for himself and guests. He has never been much of a recipe man, more cooking by instinct and getting lucky more often then not. He sees cooking more as an art then a science. He knows what is and isn't edible and how to survive off the land.
