Background

Where in Prime the formation of SESA led to a premature change of choice of LEO, Cesar in Bright remained in the NYPD and was a detective. The appointment of fellow detective Kaylee Thatcher (then Bellamy) to the White House as Vice President lead to her recommendation of Cesar joining the Secret Service. He was accepted shortly after and has been working in Washington since then.

Psych Profile

Largely unchanged from what he's like in Prime, complete with the sense of justice and fairness for all people, including the Evolved. Cesar is personally a little judgey of people but through his own internal honor code. He does mean well, most of the time.
