Charlie can affect the constriction and dilation of veins and arteries throughout the entirety of the human body. He can not push them out of the bounds of relatively normal biological processes, however, thus leaving him unable to cause outrageous explosions, herniations, or limb death by cutting off blood flow entirely. He can, however, cause a wide range of other effects, subtle and otherwise: dizziness and fainting, reduce endurance, induce erections, resolve or deteriorate a bodily parts suffering from hypothermia or frostbite, encourage physiological symptoms of panic, increase or decrease the rate of bleeding from an open wound, and even affect one's ability to see at night by tinkering with the dilation of pupils.

His ability operates at a range, limited to his awareness using the five normal senses and a radius of about two hundred yards in each direction. Technically, his ability can work for indefinite lengths of time as long as he is awake and aware of its use. He can target multiple individuals at once. All of these parameters are inherently limited by the caloric expense of effort and proportionate to each other: pushing into the upper half of his physical range limitation will reduce the number of targets he can affect, and for less time. The smaller and simpler the stunts, the easier they are to maintain. Over-exertion leads to fatigue, increased appetite, and possibly backfiring of his ability on himself.
