His name, is Rain, and yes that is his real name. It was given to him by his parents, both were tradition hippies. They believed in peace and freedom for everyone. He was named Rain beccause it was pouring when he was born, and when his father asked his mother what she wanted to call him she looked out. "The rain, he's beautiful, just like it… new life.." She smiled and looked at him, and so the boy ended up with the name Rain O'Niel, his mother didn't give him a middle name. His parents were young when they had him, in thier early twenties, and still believers that peace, love, and freedom could change the world.
Rain was born on October 14th 1986, to his parents Johnathon and Brenda. Of course his parents had normal names and gave him the name that he'd be the brunt of jokes for for the rest of his life. But in the end it didn't matter, he held the same beliefs as his parents, he held those beliefs until the day they died. His life was pretty normal all things considered. His parents weren't dumb. They knew that they had to work to stay alive and support thier son. THey both worked nine to five type jobs, using thier free time to promote all thier ideals of freedom and peace. He himself believed in his parent's cause, and he went with them on protests and other things. They were rather proud of him for it, even at a young age he knew what he believed in and what he stood for. He went to school like any other kid, though he got into trouble more often than most. Not for being a bully, or being disobedient, but for being a smart ass and a joker. He likes to make people around him happy, and he liked to hear people laugh, and it got him into trouble, though nothing serious.
He was 14 when he was bagged and tagged. He got into a fight at school. An older guy didn't like him flirting with his girlfriend. Rain was a freshmen, and this guy was a senior. Rain wasn't a fighter at that time, so he ran. The guy though, caught him. He tackled him to the floor, and proceeded to begin to beat the tar out of him. Rain's powers manifested in that situation. He raised his arms to protect his face from being hit again and his natural instinct to protect himself took over. A kinetic barrier sprang into being in front of him, not that it was visible as more than a shimmer in the air to the bully. The boy's fist bounced off of the barrier, hard, hard enough to bruise the bones in his hand, but it also tossed his fist right back up into his own face, breaking his nose and splitting his lips open. The report went to the police, of what had happened, and eventually made it's way onto a company desk. It was looked over, and Rain was investigated. They got a statement from the boy who'd busted up his hand and his own face. He swore that he hadn't hit the floor as the police report claimed, but that his hand had bounced off of Rain's arms and smashed into his own face. Rain was walking home a couple months later when he was bagged. He never saw them coming. He was walking one moment, and then he felt a sting in his thigh. He looked down to see a feathered dart sticking out of his leg, and within seconds he had collapsed onto the ground.
When he awoke he was in a lab room, strapped down to a bed. He was hooked up to some equipment scattered around the room. The place was blank walled, and he found himself very… drowzy. He looked around the room. There was only one other person there. A man with horn rimmed glasses. He blinked a few times before asking what he was doing there. The man proceeded to explain to him why he was there. That was when he learned about what he was. It was odd, the man didn't seem to hate him for what he was. He explained that he just felt people like him needed to be controlled. He told him of some of the more dangerous evolved, and some of the lesser. He told him of what he might be a part of one day if they thought he would qualify for it. They did some tests with him, after injecting something else into him. They had him concentrate on things… he didn't know why, but they did, and they were satisfied with the tests. In the end the man with the horn rimmed glasses turned and smiled at him. "Now, just lay back. When you wake up you'll be back at home." He was confused, but he did so, and then a bald Haitian man came over, and laid his hand on his head, and then darkness took him.
He woke up, remembering little of what had transpired. His parents hadn't even known he'd been gone. He would find out later that the Company had sent a shape shifter to take his place for those few hours, pretending to not be feeling well so he wouldn't have to interact with his parents. Rain kept on with his life, oblivious of what had happened to him, oblivious of his nature, though he got hints here and there. HIs power would randomly manifest. He would trip and crash into the ground, only to bounce back to his feet with just a bit of a stumble and nothing more, where moments before he would have sworn he was about to bite the concrete. He accidentally dropped a glass cup on the floor, and it wouldn't break, it would barely bounce, off of tile. Things would get thrown towards him, or he'd have near misses with cars, runners, bikes, things like that, but he would barely miss them, jumping away from them or the moviing out of the way at the last second, his kinetic barriers making themselves known. Things of that nature, all through his life his power manifested, never anything dangerous, but he knew something was wierd about himself.
After this bagging and tagging his life went on. He went to school and he hung out with his parents. As he got older his parents felt more and more comfortable sharing things about the world and what was wrong with it with him. When he got into high school he organized his first protest. There was no offer at his highschool for an all vegetarian meal with no meat in it. At the end of his first week of school he came into the lunch room with a hand full of signs should anyone choose to join him, and the aspiring hippy began to protest. He spoke very eloquently, explaining the necessity to accomodate people of all eating preferences. After a few minutes a couple of girls joined him, and then a couple of guys. Before he knew it everyone in the protest was having to share a sign with another person. Well, naturally the people there couldn't do anything about the meals, so he planned. He waited for the next meeting of the school board, and he organized a protest to greet them as they went to meet. Within a week of thier protest there was the option for lunches with no meat in them at all. His parents were rather proud of him for his little victory over the establishment. It was perfect for him. His little demonstration gained him popularity in school, with the women at least, and with a few of the more politically minded guys.
In 10th grade he was asked to help save one of the city parks near the high school. He jumped in to it happily, organizing regular protests so that there were always people there. He got his parents and some of thier friends in on the protest so that people could be there while the kids were all at school. In the end they saved the park from being destroyed. A petition signed by people passing by saw to that. At the end of that particular protest his parents threw him a little party. He continued to do such simliar things all through high school. But, it was that realization, that one person can make a difference that had him looking for something he could do to help the world as a whole, looking for something a single person could do that might change the world. He saw that possibility in genetic manipulation of crops. He knew it was a field that had been explored, but he thought that if more people were in it, it could be furthered even more. What can you say? He's a hopeful individual, wanting to change the world, or he was at that time. From the half way point in the year he entered in what classes he could to further his knowledge.
Chemistry, biology, anything science based that he thought might benefit him. His parents fully supported him in his idea. He would be doing something he wanted to do, and he would be trying to help the world, how could his parents not support him? He went through the rest of highschool as an active activist, organizing sit ins, protests, petition signings, all manner of things to get the public what they wanted or needed. But he also dedicated himself to his studies, genetics, botany, biology, any and every subject that could have benefited him. When he graduated with honors from high school he had a very large scholarship to New York State, where he planned to do his basic courses and later head to a more acclaimed college.
Then… came the bomb… November 6th … 2006. That was the day that ended his happy simple life. He was driving home from campus. He was supposed to have dinner with his parents, who lived in Manhattan. He was just driving into the outskirts of manhattan when the explosion went off. He watched as the mushroom cloud rose into the sky, and watched as the literal wave of fire swept up the streets towards him. In that single moment, he knew he was going to die. He didn't though. He reached out for the steering wheel, and in a display of power that he has been unable to replicate, he stopped the concussive force of the blast from striking the car. The force would have killed him, pulped his body in moments, but his kinetic barrier stopped it, for the most part. His barrier held against the majority of the blast. But it drained him, and fast. Soon enough it flickered out and died. His car was lifted and flung through the air, having avoided the worst of the concussive force though it was his car that took the brunt of the damage, until it started tumbling. It was compacted and scrunched together, turned into a rolling sardin can with him locked inside, jostled around. Bones broke, others shattered, insides ruptured, internal injuries rife. He may have stopped himself from an instant deat, but now he'd have to suffer a slow painful one from internal injuries.His barrier did not stop however, the radiation. He was found, several hours after the bomb went off, sitting in the car, his skin burned form the heat of the explosion, even at the range he was from the epicenter, his body radiated beyond saving. The firemen that found him took him to the hospital. He had radiation sickness in addition to the horrible injuries he'd sustained. The radiation and the internal bleeding were killing him though, and it was killing him fast. That was how he spent the day that new York was blown up. Getting blown up himself, and laying in the hospital dying.
That's when a man came to him. That man's name Rain would one day find out was Daniel Lindermen. Mr. Bennet had mentioned Rain's easy acceptance of his power and the possibility of him becoming an agent once he'd gotten older. He had been watched, thoroughly as he aged, as he went through school, showing such dedication to everything he approached. His compassion was also something they saw as an asset, as well as his comfortableness defying the law and the establishment, that would all come in handy if he proved able to be an agent, so Linderman had been asked to heal him when it was heard he was in the hospital. This was Angela's work he would find out during his training. But the man leaned down and whispered in his ear. "Be healed." he said, and in that moment, the memories returned, his kidnapping, but also his body was restored, healed of the sickness running through his body from the radiation exposure, and his flesh knit back together, the burns dissapearing and leaving him whole, hale and hearty again. Linderman explained to him what had happened, what the source of the bomb in New York had been, the recent history of the world and how reality differed from what the public knew. But with that explenation from Mister LInderman he realized exactly why the Company was needed, the good they did in the world. Rounding evolved up, tracking those that weren't a threat to people, and imprisoning those that were a threat. Rain didn't like violence, but if he could help to protect the innocent from those that were a danger to them, then he would do what he could for the people.
Rain looked up at that man and he nodded his head slowly to him before climbing out of the hospital bed. Another man joined them as they made thier way out of the hospital, not a soul challenged thier leaving. Rain then began his training, learning about the myriad of evolved abilities, the best way to deal with the most common ones. He was taught to think on his feet, taught how to subdue without killing, via the Company issue tranq guns, and simple fighting techniques. He took a martial arts course, several, but ended up settling on jujitsu as his focus. It was a fighting technique that allowed him to take on someone with much greater mass, strength, even speed and still come out on top by using his opponents momentum against him. He was also taught how to use a gun. He never took to the the gun, though he became skilled in it it's not something he likes carrying though he will when ordered. The gun is something he will only use in a dire situation, where the only way to save someone's life is to take someone else's. The gun represents everything he was taught to hate growing up, but it also represented his new found sense of responsibility. He knew he would use it if he had to, but he would try every possible way before doing so. He was taught intimidation techniques, persuasion techniques. Rain was charismatic, and that would be a weapon as well, a way to help him to bag and tag evolved.
He struggled as well though, with just how… dark the Company could sometimes be. Some people were a danger to people, but they could be taken care of, reintegrated into society after they'd gotten a handle on their powers. He knew some people were kept on a short term basis, but he didn't know about level 5, yet. But, when his education came to the point of learning about level 5, people being imprisoned long term simply for possessing dangerous powers? He was outraged. A few here and there he could see, guys that proved themselves to be psychopaths or serial killers, but some of the people locked up in level 5 had had accidents, or hadn't done anything wrong at all. He took his concerns to his superiors, going to senior company agents to speak his worries. He was asked a simple question. Would he rather give the dangerous ones a chance to hurt people, or would he rather see the one person stripped of thier rights, rather than potentially dozens of people stripped of thier lives before an out of control evolved could be brought down. That gave him pause, and he went away troubled. He continued his training, but his mind was weighed down heavily with the thoughts over that question. In the end he went back to the agent who'd asked him that and replies to him. "I hate the idea of injustice being done. But people's blood is on our hands if we know someone out there is very capable of killing people, possibly even by accident, and we just wait for it to happen before taking them in. I don't like it, but i understand the necessity."
He was in training when the Evolved became public, the knowledge of them, thier existence becoming known. Febuary 17th wasn't all that important a day for him like it was for many. He already knew of the Evolved, some of thier history, thier abilities. He knew first hand what they were capable of. He continued his training, going for nearly a year. His training finished in October of 2007. That is when he got his first partner, an experienced agent too. He was given to the man to help continue his training, but this was also a harder man, a man that might do things Rain would hesitate to. They complemented eachother well, though they didn't get along too well on a personal level. But that didn't matter, they worked well together. The pair were stationed in Northern California, responsible for that area of the country, the only pair as far as they knew, though for all they knew there could be six other groups. They were put in charge of a Primatech paper outlet there. His partner as the Manager, himself as the Assistant Manager.
Rain and his partner. His real name he never found out, though he knew him by the name James Douglas. Rain and his partner did make a good pair, bagging and tagging all thier assignements with little trouble, and thanks to Rain, little abuse. He made sure that James didn't get excessive, and James made sure he wasn't too soft on the people they tagged. A couple of the people they caught were shipped to more secure locations, but most were simply tagged and let go to go about thier merry way, most oblivious of what had happened to them beyond losing a few hours one day. Thier life was simple really, do as they were told, don't ask too many questions, recieve a nice fat paycheck, and keep the Company a secret. They were also told when to steer clear of Homeland security, and when to work with them, that was becoming more and more important as time went on. Then abruptly one September morning Rain went to work to find James was gone. In fact, Rain had been replaced as well. The store had a new manager and assitant manager, and a document was waiting for Rain. New orders.
Rain found himself in New York. The Company had taken an interest in Pinehearst's biotech, and they also wanted to keep a close eye on Meier when she transferred there. Oh… how truly Rain would regret taking that mission. He would be using his education that he was working on before the bomb. He would be posing as a genetic engineer, something that wouldn't be a problem since that's what he was going to college for. Being the hippy he was he wanted to help bio engineer crops to help feed the world. He recieved a crash course on human bio engineering, enough to get him by, once he arrived in New York. He kept his own identity, as it would be more believable, just with a few modifications, indicating he'd finished his schooling, and then he applied for work with Pinhearst.
It took a month before he got his job. He was going to be starting out as a base level lab tech in the company, but he was in. He performed menial jobs, mostly running tests and the like, not actually getting his hands on the real stuff that was being done. He worked through October like that, and then on into November. It was in December that he got his first break. He was promoted within the labs infrastructure, and moved deeper into what was being done. He didn't finish stepping into his new duties until early December. But now he was actually hands on with some of the genetic stuff that was going on, though he didn't realize the scope of it then, as he was only handling parts of what was going on. As far as he could tell it was genetic enhancement of the human genome, but that was it… to his knowledge. He excelled at this work, as to him it seemed like one of the things he'd wanted to do, help people.
That job was when he had his first contact with Meier on a personal level, though it was only a little contact here and there, mostly mundane things. Hi how are you? How's the work going? Stuff like that. But occasionally more involved conversations, about what they were trying to achieve there. It was these conversations that began to give Rain understanding into what was going on. And it was when he asked her for more information that she smiled and promoted him. But in order to have access to the companies secrets, he had to pass a little test. He didn't know the nature of the test, or when it would occur, but he was to have a little unknowing interview with another man in the company who was going to make sure he'd be able to do his job right. This man was Maury Parkman, though Rain never knew this fact. Maury picked up on what was going on immediatley.
This was in early January of 2009 that he was found out, and captured. The capture was simple. Maury passed by him while he was working one day, and took a moment to delve into his mind. Without warning Rain stood up straight, and he turned. Maury took him down to the doctor, having discovered everything there was to know about the young man.
The next months all passed in a haze. He was drugged, then not drugged, experimented on, his ability tested. At one point he was even rigged up to a stragiht jacket on a bullet line and wheeled into the distance so his kinetic shields could be tested, his limits found. They would drop bullets into it until sheeer exhaustion caused the barriers to flicker out. They'd smack him around until he finally put up a barrier to defend himself, then they'd test the angles, the duration, everything. It was grueling, merciless, and inhumane. He was just another evolved lab rat on hand, and Meier used him like she used the others, though they didn't get to the point of viral experimentation on him, just used him for drug tests, took spinal fluid samples, which were incredibly painful, and took blood samples. Repeated drug tests though, some leaving him feeling like he was on fire, some dead, a myriad of tests, experiments, and things that left him wishing he could die.
What was only a few months or so, seemed like a life time to Rain. Strapped down to a lab table most of it, dumped into a cell to rest when he wasn't being used. He was let go though, during the chaos of the attack on Pinehearst, during Meier's little bout of remorse. She let him go with the rest of the experimented on, as a distraction for the Pinehearst employees, and herself, to escape. Unfortunatley most were beyond saving. He though still had his thoughts, his mind was still in tact. He fled through the fire escape stairs, down, and out of the building, and out onto the streets of New York. It took him hours to find his way back to his safehouse in the city.
He used the cellphone in the safehouse, leaving a message on the other end. It was only twelve hours before he was retrieved. He's spent the months since his escape recuperating, reaquainting himself with what had been going on outside of Pinehearst during his time there. He's spent months in a Company facility, restoring his body, and his mind from his experiences. He learned of what had been going on outside of Pinehearst. He learned about Moab, which infuriated him far more than level 5 had. Upon coming back to the Company he learned that Angela was now in a coma, and that alot had changed. He went to some of the more senior Company agents to talk to them about Moab. In the end he was told that the Company hadn't had a whole lot of choice in the end. HomeSec was going to set up the facility regardless, but at least with Company involvement and over sight the place would be better suited to contain the Evolved within and not have a disaster on hand. Did he like it? No. Was there anything he could do about it? Not without betraying the Company, becoming a fugetive, and throwing the work he'd been doing since the day of the bomb away.
When he heard about the breakout from Moab thoughe he couldn't help but smile, even if he shouldn't have. And now he's ready to resume his duties again. A harder resolve to do good, to help the world and to help the Evolved. He hadn't been ruined by his experiences, no, in fact those experiences in Pinehearst had only strengthened his will, made him realize the horrors that could be common place without the Company's work. He's been reassigned to New York now after months of recuperation and retraining, and catching up, and is ready to resume his duties in the battle ground that is New York.
Rain is usually a pleasant individual. He's usually upbeat and happy, and it's very rarely an act. He likes his work, thinks it's necessary. He feels that he's helping protect both humanity, and the evolved. He does however, understand that sometimes force is necessary, and sometimes violence is unavoidable. He will seek to avoid it though, and will only resort to aggressive actions when absolutely necessary, usually only when a life is in danger. He thinks of aggressive actions as things that will do serious harm to an individual. Tranqing someone to avoid unpleasantness is perfectly within his realm of willingness to do should it be required. If he can talk people out of it though he'll go that route, though he knows his duty as a member of the Company, and he performs it without question even if he disagress with the methods or the reasons. He is scared of violence if truth be told. He was raised to believe it was wrong, and he still believes that, even if he can't always hold true to his belief. Sometimes sacrafices have to be made for the good of all, and if that means he has to do a little violence to help the world then he will.
He feels registration is a waste of time. It's a fantastic ideal, but in the end a waste of time. No one with an overly dangerous ability is going to register themselves, and so, in the end the ones that won't register will have to be hunted down anyway. He views Homeland Security as… useful, but also clunky. Tied up with red tape and restrictions that the Company is not, however, they make a good mask for the Company to hide behind and work from behind without anyone else being the wiser.
He still though has a good heart, and a passionate one. Injustice hurts him. Such as the Moab prison. When he found out about the prison originally he was absolutely furious, but as there was nothing he could do he buried the emotions. He was glad to hear about the breakout in the facility when he was catching up after his time in Pinehearst. Even though some Evolved that got out shouldn't have, most of them in his opinion probably didn't deserve to be there in the first place. Moab was everything Rain wanted to prevent with his work in the Company. He hates to see harm done to people who don't deserve it, and he hates to see people suffer for other people's greed and desire for power. In the end, Rain is a White Knight at heart, even if he has to wear the cloak of the Grey Knight most of the time.
Rain's ability is rather simple and straight forwards. He raises a kinetic barrier in his path that deflects kinetic force. It does absolutely nothing to energy based attacks and such. Fire, radiation for examples from his BG, go right through his barrier. But, things with actual kinetic force. Bullets, fists, hands, thrown objects, cars. All these things carry kinetic force, and are deflected by his barrier. However, he has absolutely no control as to how it is deflected. A bullet bouncing from his barrier may ricochet into an innocent bystander, stuff like that. So, in a crowded place he more than likely won't risk others being injured by his ability.
His power also has a limited field of projection and coverage. He can only project it up to about six feet in front of him, and the centerpoint of the barrier must be within his light of sight. The barrier itself only covers a 180 degree arc, leaving him quite vulnerable from directions other than ahead of him. Probably the biggest flaw in his power though, is that he has a limited area of movement. He must keep line of sight with the centerpoint of the barrier, and he cannot move outside of six feet of it or it dissipates. Every barrier he makes is immobile, if he wants to adjust the area it covers he must dissolve the current barrier and raise up an entirely new one, leaving him vulnerable for the few seconds he does this. So, while he could stand and almost indefinitley block a hallway off, he cannot shield a bunch of people from multiple directions from damage and such, his power simply doesn't extend to that degree.
Rain cannot raise more than one barrier at a time, period, and each barrier covers four feet out from the center point, which provides an umbrella of coverage that is 8 feet in diamater in every direction, a solid half sphere of protection.
His kinetic barrier may be popped up instantaneously as a reactive type action. He hears a gun cock and bam it goes up. I am not sure on how much kinetic force he can repell with it. I'm assuming a speeding car would be doable. INCREDIBLY taxing, but doable, but beyond that I dont' know. I was actually hoping for staff to come up with something they think is reasonable. It also reflects things at the exact kinetic force at which it's recieved. (I realize this may not be feasible, so if not it's cool and we can figure something out :)) However, dissolving a barrier takes a few seconds, more when he's tired, so he cannot instantly change the position of his barriers, but he can do so quickly, though it slows the more exhausted he is.
Rain's ability to maintain a barrier is limited only by his ability to stay awake. Deflecting objects puts a drain on him. And it's size that puts the drain, not sheeer kinetic force. Bullets do almost nothing to him and put very little drain on him due to thier size. WHere as, a sword constantly swinging away would begin to build a noticable drain on him due to the amount of material being reflected. And a car, or something similarly large will put a very heavy drain upon him. He might last a couple of those sorts of impacts at the most. THis means, that he could reliably deflect a large volume of bullets, which usually he won't have to, since most people won't continue shooting when thier bullets do nothing. SUstained fire, like one might get from an automatic turret, would definitley jeapordize him and his ability to maintain a barrier, it wouldn't know to stop, and would simply continue to put them out. So, extended use of his barrier ability willd rain him, and hard, all it does is drain his energy though, easily refilled by food and rest.
At my funeral, I want people to be able to look at me and know that I /lived/. Not that I sat inside and took real good care of myself.

Skills:
Firearms:
Rain has decent skill with most small arms weapons. He's no crack shot, but he knows how to handle himself in a gun fight, which usually consists of him ducking and hiding. Weapons he's familiar with include tazers, stun guns, and Company tranq weapons. He does not carry a standard firearm unless directly ordered to, and even then he dislikes using the weapons he does carry, and will only do so when he is forced to.
People Reading:
Rain is a rather intelligent and perceptive individual, and that skill has been honed with Company training to a much greater degree. He is very adept at reading body language and noticing little oddities about people.
Protesting:
As silly as it sounds Rain nis rather good at organizing protests and gatherings. He learned from his parents, and during high school and college was an activist himself.
Biology:
It was Rain's subject of focus during his brief time in college. He had intended to enter the field to help bio engineered plants to be more productive, the hopeful wishes of a guy with no real cares in the world. He's since left his college dreams behind, but he still keeps up with his study of biologic science.
Persuasion:
Rain is a naturally charismatic individual. He usually comes off as charming and sweet to most and it became a very good asset when he became a company agent. He specializes in coercing individuals away from violence, and to think on other's points of views.
Martial Arts:
Rain learned Jujutsu during his training with the Company. Jujutsu, the art of softness, concentrates on redirecting an opponent's energy and momentum, using it against them rather than going on the offensive. This is a combat style that appealed to him, not being aggressive himself, but using an opponents aggression against them. He is fairly proficient with this style of martial arts, as the style suited him. He is no master or black belt, but he has the basic principles of the art down and commited to physical memory as well as a few of the more complicated techniques, but only a few.
