The New York City Police Department is the largest police force in North America, and responsible for law enforcement and investigation within the five boroughs of New York City. It has a broad array of specialized services, including tactical operations, K-9, harbor patrol, air support, bomb disposal, counter-terrorism, intelligence, anti-gang, narcotics, public transportation, and public housing. NYPD has extensive crime scene investigation and laboratory resources, as well as units which assist with computer crime investigations. Its headquarters houses an anti-crime computer network, essentially a large search engine and data warehouse operated by detectives to assist officers in the field with their investigations.

SCOUT (Disbanded)
Formed in part as a local task force to deal with the activities of the Evolved, the Special Criminal Investigation and Intelligence Force (SCIIF) took on an even more important role early in 2008 when the terrorist cell PARIAH began sporadically bombing government offices and installations. To more effectively combat the growing threat, the task force's role and capabilities were expanded, incorporating not only state of the art police technologies but also recruiting much more heavily from the military. To reflect this expanded role, it was renamed Special Counter-terror Operations and Unconventional Tactics (SCOUT) and nearly became a paramilitary unit in its own right.
Each member of SCOUT is hand-selected by Police Commissioner Karen Lau for their skills, lending a wide mix of talents that make SCOUT nearly the perfect unit for combating threats posed by rogue and unregistered Evolved humans. In addition to what they bring normally, each member is given further training in necessary areas, and although most members are SWAT certified, situations calling for this degree of expertise are normally turned over to the Emergency Service Unit, who have not only the training but also the experience to handle these situations effectively. SCOUT's single greatest advantage is their small size relative to the rest of the police force, enabling them to quickly, efficiently and quietly move into crime scenes to collect evidence and also effectively meet threats.
SCOUT was disbanded in 2009 pending the formation of the FRONTLINE organization.
