My three primary characters are gonna be Sasha, Ingrid and Sibyl, who is new.
Sasha will be working at the Elmhurst Hospital in Queens (Safe Zone) as a general practitioner and must check-in with his parole officer once a week. He voluntarily takes negation drugs to suppress his Evolved ability, attends court-mandated therapy, and is not authorized to leave the Safe Zone without a government escort as a condition of his parole. In other words, he's on a very short leash. I would love him to still be closely tied to his sister, Tania, and Logan, who is really his only real friend. If anyone ever gets hurt, he's a good person to go to because he's not going to report it to the authorities.
Ingrid will be one of the first individuals to volunteer resettling the city inside the newly-established Safe Zone. She lives above a small florist shop in Queens called Rose and Trellis, which she also owns. In 2016, she married funeral director Sofia Webb, who she met through her business, arranging casket sprays. I'm thinking she will be a low-level member of the Safe Zone Cooperative and sort of an all-around volunteer who lends extra hands as needed without having any real decision-making power because she hates conflict.
Sibyl Black is my new PC with a form of extrasensory perception. She was raised at Saint Margaret's School for Girls, which is an orphanage inside the Safe Zone, after her family was killed during the massacres. She's SLC-expressive and registered, but her ability is not on any government records due to the fact that she was taken from the orphanage before her manifestation could be officially confirmed. She's been "on the run" for about 4-6 months after the time jump, hiding from anti-Evolved groups who could potentially use her ability to track down other SLC-expressive folks and/or sabotage SESA. Because of her ability, she probably knows things about your characters, and may seek shelter with them inside the Safe Zone, or in the Exclusion Zone, since she has a little hidey-hole out there as well.
