
Background:
Liberty was something started in 2010 by Adelaide and Ygraine, with the intent of supporting legal challenges to some of the more blatantly unconstitutional impositions of the anti-Evolved sanctions.
The plan was to run a social media campaign online, actively supported by the musical efforts of Adelaide and every musician and singer that she and Ygraine could draw in to help.
Inspiration for how it was set up and protected was drawn from real-world organisations Ygraine had dealt with: Wikileaks provided the template for multiple server banks in different countries (each with strong data-protection laws) and heavy use of Tor routers for anonymity; the successful No2ID campaign in the UK (opposing a mundane form of compulsory registration) provided the template for protecting funds and guaranteeing their use for declared campaign goals (while separating them from the personal finances of anyone any government might take to court).
The computer side received support from Alia (who hacked into Ygraine's laptop for a chat); the logistical and social media side received support from Graeme (sent to Ygraine by the Deveaux Society); the musical side drew in a number of PCs - and we can probably presume a fair number of NPCs as well, not least thanks to the combination of a pop 'princess' in Adelaide, the Roberts siblings (Harmony and Nate), and local indie rebels like Sable. Ygraine herself stayed largely behind the scenes, though she played a personal role in recruiting a number of the musicians and could potentially be dug up as a 'technical advisor' who had helped do things like use her EU access to secure servers in Sweden and elsewhere.
Civil War:
What Ygraine had accidentally created was a data hub with ties to several sections of the Evolved community and to elements of the media, with secure storage far beyond the reach of the US government - and the added protection of a friendly technopath. Those servers could easily be put to use storing evidence, witness testimonies, accounts of war crimes, and missing persons lists. Especially once the civil war kicks off and it's clear that no Supreme Court case can possibly be heard till its over, Liberty is likely to shift into collecting all the information it can, to help with post-war legal cases and support for those who have suffered injustices.
Some of this will see the light of day during the war, to encourage and push for legal action in other countries to protect refugees and impose sanctions against those responsible; but most is likely to be collated, sifted, and analysed for things that can help construct the most effective possible cases - and to piece together information on who wound up where and what happened to them, among both victims and perpetrators.
Post-War:
If the Deveaux Society or other backers throw serious money at it (or the music is wildly successful!), then it could become a part- or full-time job for Ygraine after the war: there'll be a huge amount of information to handle, and by definition a UN war crimes tribunal is no longer a US-only matter (so the Brit who came up with the original idea can finally be openly involved). Jared has expressed interested in providing the American legal expertise, which would be essential for everything happening in the US itself.
Its interest in tracing people would overlap with both the UN and Wolfhound, but extends into reuniting families (within the US, and with those who managed to flee to other countries), finding burial sites, identifying looted property, establishing land rights, and so on: the sort of data that is likely to be destroyed en masse within America by the civil war, but could be pieced together with online resources and a great databank of witness testimony.
If it has the resources, then Liberty could certainly employ investigators, media experts, private eyes pursuing mysterious leads, and a lot of lawyers to help Jared. It would actively collaborate with SESA, the Lighthouse Initiative, and other morally upstanding groups… while having a very active interest in the darkest of events.
